Racism Declared a Public Health Crisis in San Bernardino County 
Reaction or Reality 
BACKGROUND: After the George Floyd tragedy and the statistics from the Covid-19 pandemic many cities and organizations have made declarations in an effort to show support for people of color and to move towards a remedy for inequities. 
​
INSTRUCTIONS

1. Read and study the three articles in 5 - Crisis,  6- Charts, 7 - Resolution. 

ANALYSIS
2. Decide whether you think the city's declaration is
Performative Activism: a declaration being made to make a supportive gesture but no solid plans to actually do anything, or
Substantive Activism: a declaration that will be followed up by actions and policies that will make measurable changes.

2. Imagine you are on the City Council. How would you prove or disprove this statement?
